Update 4- OII passes 60-day mark in Vancouver investigation

Olympia, Wash. (Feb. 5, 2025) - The Washington State Office of Independent Investigations (OII) is just past 60 days into its investigation of a use of deadly force incident that occurred in Vancouver, Wash. on Dec. 4, 2024. By statute, OII is directed to complete its investigations within 120 days or report the reason for the delay to the OII Advisory Board. 

The incident occurred in a grocery store parking lot where officers with the Vancouver Police Department initially contacted Adam Grant Gunderson, 45, of Vancouver. During the interaction, an altercation ensued, resulting in Officer Kyle Beguelin Flores, age 28, discharging his weapon. Mr. Gunderson sustained injuries that led to his death. The Clark County Medical Examiner’s Office has previously reported that Mr. Gunderson died as a result of multiple gunshot wounds to his head. 

OII investigators have conducted 17 recorded interviews and received written statements from Officer Beguelin Flores and a second officer who was present at the scene. Investigators have reviewed more than 125 videos of the incident including body worn camera footage, in-car video from the police patrol cars, and security camera videos from the grocery store and a nearby bank. 

A 2002 Chevy S-10 pickup that Mr. Gunderson was driving was registered to his recently deceased mother.

OII investigators believe that Officer Beguelin Flores fired six rounds from his department-issued Glock 9mm semiautomatic handgun. In addition, there was a 9mm Ruger semi-automatic handgun recovered at the scene. Both the officer’s firearm and the gun found at the scene are undergoing testing.  

An OII family liaison has been in regular communication with Mr. Gunderson’s family to keep them informed of the progress of the investigation and has assisted in facilitating meetings between the family and the lead OII investigator. The family liaison role serves as a point of contact with impacted family members throughout the OII investigation and can connect family members to any needed and available community resources.  

This investigation remains active and ongoing. Once completed, a Final Case Report will be posted to the OII website. No further updates are anticipated until the final report is completed.
