The Washington State Office of Independent Investigations (OII) wants community input on a project to develop a proposal to recruit people with no prior law enforcement experience and train them to become skilled investigators.
OII is required to draft this proposed training plan and present it to the Legislature and the Governor’s Office by December 2025. The goal is to create a program to teach incoming investigators with no prior law enforcement experience to effectively investigate cases involving the use of deadly force.
As part of the project, OII is seeking community input regarding the skills, experience, and qualities that make investigators credible to the community and the courts.
One way to gather this input is through a survey created to provide people with an opportunity to share their thoughts on the agency's plans.
- Complete survey: OII Investigators - Developing a Proposal for the Future or visit oii.wa.gov.
- Due Date: April 25, 2025
For more information on the proposal, you can review a presentation shared at an OII virtual community meeting: here is a link from TVW.

The state Legislature created OII in 2021 to conduct independent and unbiased investigations of deadly use of force by law enforcement. It works with an 11-member advisory board that reviews and provides input on agency policies. To view this on the web, visit: oii.wa.gov/news-and-updates.
