Update 2 - Names released of person killed and officers involved in deadly force incident in Poulsbo

Case Number: OII-2025-0002 

Olympia, Wash. (May 14, 2025) - The Washington State Office of Independent Investigations (OII) has identified the officers involved in a use of deadly force incident in Poulsbo, Wash. as Poulsbo Police Officer Nickolas Brown and Kitsap County Sheriff's Deputy Wyatt Galbreath.   

Officer Brown, who is 28 years old, has been with the Poulsbo Police Department since 2023 and is currently working a Patrol assignment.  Deputy Galbreath, also 28 years old has been with the Kitsap County Sheriff’s Office since 2020 and is currently working in the Traffic Unit. 

The Kitsap County Medical Examiner’s Office has identified the person who died as Justin L. Moegling, age 41, of Bremerton, Wash. His cause of death was listed as gunshot wounds to the head. An OII family liaison has been assigned and is in communication with Mr. Moegling’s family.  

The fatal encounter occurred about 8:57 p.m. on May 07 at Viking Way and Nordic Cove Lane, Poulsbo.
