Update 1 - OII investigation of deadly force incident involving Clark County Sheriff’s Office

Olympia, Wash. (Aug. 1, 2025) – The Washington State Office of Independent Investigations (OII) is investigating a fatal officer-involved shooting that occurred in Vancouver, Washington on Wednesday, July 30.

The Vancouver Police Department notified OII of the incident at 11:07 p.m. on July 30, although it was a deputy with the Clark County Sheriff’s Office who used deadly force. The first OII investigators arrived and reported to the scene just past midnight on July 31. Initially, a total of 19 OII investigators responded to the incident.

According to the Clark County Sheriff’s Office, their deputies responded to assist the Vancouver Police Department at a disturbance call near East 27th Street and H Street in Vancouver where a man was reported to have a firearm. The man believed to be involved was encountered near Main Street and East 19th Street in Vancouver. During the encounter that followed, a Clark County sheriff’s deputy discharged their firearm, shooting the man, who died from his injuries.

The Clark County Medical Examiner’s Office will release the name of the deceased once identification is scientifically confirmed. The medical examiner is expected to perform an autopsy early next week to determine the cause and manner of death.

OII investigators, assisted by members of the Washington State Patrol Crime Scene Response Team (CSRT), remained at the location of the shooting until 10:05 a.m. to complete the collection of evidence and processing of the scene.

An OII family liaison has been assigned to work with the family of the deceased to keep them informed regarding the status of the OII investigation.

As of Dec. 1, 2024, OII responds to use of deadly force incidents in Southwest Washington and the Olympic Peninsula, an area designated by OII as Region 1 – West. This region (one of six statewide) includes Thurston, Lewis, Mason, Clark, Clallam, Grays Harbor, Pacific, Jefferson, Kitsap, Skamania, Cowlitz, and Wahkiakum counties.
